Method
Toast the raw rice in a dry skillet over medium heat for 5 minutes until golden, then crush it coarsely into a rough powder.
Raise the heat and fry the ground pork in the same pan for 7 minutes, breaking it up so it browns rather than steams.
Add the sliced shallot and the chili flakes and cook for 2 minutes.
