Method

  1. Cook the jasmine rice in a covered saucepan with double its volume of water for 12 minutes and rest off the heat.
  2. Slice the steak thinly against the grain and toss it with the cornstarch.
  3. Heat a wok until smoking and sear the beef in a single layer for 90 seconds per side, then lift it out.
  4. Stir fry the sliced onion and pepper over high heat for 3 minutes so they stay crunchy.
  5. Add the minced garlic and grated ginger for 30 seconds, then the black bean sauce with 4 tablespoons of water.
  6. Return the beef and toss for 1 minute until the sauce thickens, then serve over the rice.
