Method
Bring a pot of salted water to a boil and cook the penne for 10 minutes until al dente, then drain.
Quarter the bell peppers and halve the cherry tomatoes.
Heat the olive oil in a skillet over high heat and char the peppers for 6 minutes, turning occasionally, until blistered.
Add the tomatoes and minced garlic and cook for 2 minutes until the tomatoes start to soften.
Transfer the peppers and tomatoes to a blender with a splash of pasta water and blitz into a chunky sauce.
Toss the sauce with the drained pasta, then plate and top with grated Parmesan and torn basil.
