Method
Cook the rice in boiling water for 12 minutes, then drain.
Slice the bell pepper and red onion into strips, and slice the halloumi into thick strips.
Heat a little oil in a skillet over medium-high heat and sauté the pepper and onion with the chili powder and cumin for 6 minutes until softened and charred at the edges.
Push the vegetables to one side and pan-fry the halloumi in the same skillet for 2 minutes per side until golden.
Roughly chop the cilantro.
