Method
Cook the penne in boiling salted water for 10-11 minutes until al dente, then drain, reserving a splash of pasta water.
Dice the onion and mince the garlic while the pasta cooks.
Brown the ground beef in a skillet over medium-high heat for 6 minutes, breaking it up as it cooks.
Add the onion and garlic to the beef and cook for 3 minutes until softened.
Stir in the diced tomatoes and chili powder and simmer for 6 minutes until slightly thickened.
Toss the drained penne into the beef sauce with a splash of pasta water to loosen it.
Remove from the heat and stir in half the cheddar until melted, then top with the remaining cheese to serve.
